On the afternoon of June 24th, Santai Rubber Industry organized an emergency drill for liquefied gas leakage accidents in the first phase of the factory area.
Practice simulation scenario
During the unloading process of propane, the operator was monitoring the liquefied gas tank area. At this moment, the metal hose at the front end of the unloading pump suddenly burst, and a large amount of propane sprayed out and quickly spread to the surrounding areas. The white smoke billowed on the scene, and the operator fainted due to acute inhalation of the splashed liquefied gas. The driver promptly pulled up the emergency shut-off valve behind the tanker and quickly evacuated.
Using this as a drill scenario, conduct a comprehensive emergency rescue plan drill.
1. Propane leakageWhen the operator was monitoring the liquefied gas tank area, the metal hose at the front end of the unloading pump suddenly burst, and propane sprayed and spread outwards. The operator fainted due to acute inhalation of liquefied gas, and the driver immediately cut off the valve and quickly evacuated.
2. The on-site combustible gas leakage alarm reports a high alarm, and the unloading pump and delivery pump are interlocked to stop. The root shut-off valves of the liquefied gas storage tank are all interlocked and closed; However, the residual liquefied gas in the propane unloading pipeline is still leaking.
2. The central control room receives an alarm signalThe combustible gas leakage alarm system and DCS control system in the central control room simultaneously issued an alarm. The on duty personnel checked the alarm information and watched the video surveillance footage, and found a large amount of white smoke at the unloading site. They quickly reported to the safety director.
After reviewing the accident information in the control room, the safety director immediately reported the propane leakage accident to the company's general manager and activated the comprehensive emergency plan as required.

(2) The rescue team members carry first aid kits and oxygen respirators and are on standby on the east side of the tank area. After rescuing the injured, they will immediately receive emergency treatment and oxygen therapy, and then be sent to the hospital.
6. Emergency rescue and repair at the scene of the accidentThe concentration of combustible gases in the on-site air decreased to below 4% LEL, and the pipeline valves were further manually closed. The accident was effectively controlled, and the emergency repair team arranged for maintenance personnel to immediately replace the damaged steel wire hoses.
7. The accident was effectively handled and the response was terminatedThe wastewater generated by on-site dilution and washing is directed to the accident pool, and a dedicated person is arranged to test the hazardous substance data of the wastewater. After meeting the standards, it is disposed of according to the wastewater disposal procedures.
8. Summary of emergency drillsAfter the drill activity, the general manager commented on the emergency drill plan for liquefied gas leakage, pointed out the shortcomings, and proposed improvement suggestions.
The emergency drill effectively improved the emergency response capabilities of employees, company emergency rescue agencies, and teams in the event of hazardous chemical leakage accidents.
