01  On site record of emergency rescue drill for sudden leakage accident in liquefied petroleum gas storage tank area

1、 At 17:00 on June 24, 2023, the on duty personnel in the central control room, Huang Di, discovered that the combustible gas alarm in the gas tank area was alarming. He immediately called the safety officer of the operation department through a walkie talkie to verify on site. The safety inspector, Dai Xinxuan, arrived at the scene and found that the liquid phase discharge pipeline of the propane storage tank was leaking. He immediately reported the situation to the operation department manager, who then reported it to the company leadership. The company leaders immediately rushed to the central control room to retrieve the monitoring footage of the tank area. Upon seeing the serious leakage situation, they immediately activated the company's comprehensive emergency rescue plan and conducted emergency rescue command for the liquefied gas leakage accident in the central control room.

2、 The alert evacuation team notified all departments to evacuate to the assembly point in front of the company's central control room according to the company's evacuation route, ordered the north and south security guards to set up alert lines, maintain on-site traffic order, and ensure smooth roads inside and outside the company area; Protect the accident scene, prohibit unrelated personnel from entering the accident scene, and keep records of personnel entering and leaving the accident scene;

3、 Logistics support team members: Notify surrounding units and personnel to evacuate as necessary according to the decision of the emergency command center; Responsible for reporting the situation to "110", "120" or relevant government functional departments and requesting support; Responsible for ensuring smooth communication between emergency rescue teams and emergency rescue command centers; Understand the list and specific locations of emergency equipment and devices that can be supported within the company; Responsible for ensuring timely dispatch and supply of materials and equipment during emergency rescue and disaster relief, planning and disbursing various emergency expenses, and supervising the use of funds, as well as providing accommodation, reception, and vehicle dispatch work. And responsible for handling the aftermath.

 

4、 Emergency rescue team leader Sun Xuefeng led Dai Shenxuan and Wen Liang to open the inlet valve of the accident emergency pool, and used a fire mist cannon to dilute the leaked propane in the fire dike with mist water to disperse the gas deposited on the ground; Wei Xinxin commanded Yang Yongze and Guo Ming to wear protective clothing and positive pressure respirators to rush into the fire dike. After opening the manual propane injection valve, he ordered Xiangyang to start the automatic injection valve to inject water into the tank, ensuring that there was no liquefied gas leakage but water leakage at the leak site. Huang Minghui, the safety officer, is responsible for testing the on-site concentration. Use the "portable combustible gas detection alarm and on-site alarm display" to detect the surrounding concentration, and stop the foggy water spray after meeting the requirements. Shi Zhihong led two fully armed leak sealing personnel to quickly enter the tank area and carry out leak sealing operations on the leaking flange of the propane tank. Wei Xinxin commanded Huang Lei and Shi Guoliang to prepare fire extinguishers for supervision and prevent fire accidents from happening, effectively controlling the leak point; Wei Xinxin ordered Yang Yongze and Guo Ming to stop injecting water into Xiangyang, and ordered Yang Yongze and Guo Ming to open the propane discharge valve to discharge all the injected water. He also ordered Yu Zhichao to open the corresponding propane tank and emergency tank transfer valves, and turn on the transfer pump to pour propane into the emergency tank. Due to severe leakage at the leak point, Chen Hao suffered frostbite on his hands and feet during the plugging process and was unable to walk. Wei Xinxin immediately ordered the stretchers prepared by Shi Guoliang, Huang Lei, and others to carry the injured out of the accident scene.

5、 The medical rescue team is preparing for on-site first aid, bandaging, diagnosis and treatment, and artificial respiration for poisoning and injured patients; Protect and transfer injured individuals in accidents. Responsible for conducting personnel statistics and verifying the number of personnel before and after accidents occur; Understand the accident situation, investigate whether anyone is trapped, and promptly rescue the injured.
